Martin fu uno dei repubblicani che si allontanarono dalla leadership di Dublino, formando i Provisional IRA a Belfast.
Fece parte del primo Army Council della nuova formazione repubblicana insieme a Seán Mac Stíofáin, Ruairí Ó Brádaigh, Paddy Mulcahy, Sean Tracey e Joe Cahill.
Leo Martin è scomparso lunedì 31 gennaio al Royal Victoria Hospital di Belfast.
Martin fu incarcerato numerose volte per la sua attività repubblicana. Viene sepolto al Milltown Cemetery dopo la messa tenutasi presso la chiesa St. Oliver Plunkett a West Belfast.

Funeral of Belfast Provisional IRA founder Leo Martin
The funeral of Leo Martin, a founding member of the Provisional IRA, will take place on Thursday.
Mr Martin was one of a group of republicans who broke from the Dublin leadership in 1969 and launched the Provisional IRA in Belfast.
He died in Belfast’s Royal Victoria Hospital on Monday.
Mr Martin, who spent several periods in jail, will be buried in Milltown Cemetery after Mass in St Oliver Plunkett Church in west Belfast.
