Tutti i partecipanti alle manifestazioni di protesta per le bandiere sono stati invitati dall’Ulster People’s Forum (UPF) di inviare una richiesta di autorizzazione per la parata anche per andare in un negozio.
In base all’attuale legislazione, gli organizzatori devono inviare il modulo 11-1 alla Commissione Parate per qualsiasi manifestazione, sia essa contenziosa oppure no.
L’UPF afferma che la mossa segue le discussioni avviate negli ultimi giorni tra i gruppi aderenti alle proteste lealiste.
Durante un incontro avvenuto mercoledì sera a East Belfast, alcune persone hanno espresso preoccupazione per la gestione delle “processioni pubbliche” da parte della PSNI.
Hanno affermato che la polizia ha informato alcune delle persone arrestate che per processione si intende “due o più persone su una strada o un marciapiede che camminano con uno scopo comune”.
In un comunicato il presidente di UPF, John Wilson, ha affermato: “I gruppi hanno deciso di chiedere a tutti i protestanti di inviare i moduli 11-1 se devono recarsi da qualche parte, e assicurandosi che la PSNI sia a conoscenza di tutti i gruppi composti da più di 2 persone e abbiano visionato la notifica proveniente dalla Commissione Parate.
“La mossa obbligherà ad una rapida rivisitazione giudiziaria della legislazione che non definisce chiaramente quante persone o cosa costituisce una processione.
“Questo sistema potrebbe provocare scompiglio per la PSNI, lasciata in una posizione di dover effettivamente controllare ogni gruppo in movimento come se fosse una processione con i gruppi lealisti per i diritti civili che domandano alla polizia di prendere gli stessi provvedimenti adottati con i contestatori”.
Secondo Wilson questa mossa potrebbe portare all’invio quotidiano di centinaia di moduli 11-1 da tutta la provincia.
Questo obbligherà la Commissione Parate ad emettere centinaia di decisioni ogni settimana su processioni ridicole come, ad esempio, per una famiglia che si reca in un negozio a fare acquisti.

LOYALISTS PLAN TO SWAMP PARADES COMMISSION WITH MARCH FORMS
Protestors have been told by the Ulster People’s Forum (UPF) to send in a parade application form even for a visit to the shop.
Under current legislation, organisers must submit an 11-1 form to the Parades Commission for any parade whether contentious or not.
The UPF said the move follows discussions between loyalist protest groups in the past number of days.
At a meeting in east Belfast on Wednesday evening a number of people expressed concern at the PSNI handling of ‘public processions’.
They claimed that the police had informed a number of those arrested that a procession was “two or more people on a road or footpath walking with a common purpose”.
In a statement, UPF chairman John Wilson said: “The groups have decided to ask all Protestants to submit 11/1 forms if they are walking anywhere, even places such as the grocery store to their home, and ensure the PSNI are made aware of all groups of more than 2 people and they have sought notification from the parades commission.
“It seems the move will force a speedy judicial review of the legislation which does not clearly define how many people or what constitutes a procession.
“The loophole could cause havoc for the PSNI who could be left in a position of effectively having to view all groups walking anywhere as a procession with the loyalist civil rights groups demanding the police take the same action as was taken against protestors.”
Mr Wilson said the move could see hundreds of 11-1 forms submitted from across the Province on a daily basis.
This he said will force the Parades Commission to make hundreds of determinations weekly on ridiculous processions such as a family of five walking to the grocery store.
