Martin McGuinness ha avvertito di profondi problemi per il processo politico fino a quando non viene indicata una data per il trasferimento dei poteri entro Natale
Mentre Robinson ha partecipato all’incontro del North-South Ministerial Council, ma non si è presentato alla conferenza stampa.
Il ministro Martin chiede il trasferimento dei poteri il prima possibile.
McGuinness, vice primo ministro, afferma: “E’ un imperativo assoluto ottenere un accordo sul trasferimento dei poteri, ed una data per il decentramento, prima di Natale”.
“Devo ricordare che se slitta a dopo Natale, ci troviamo in grossi guai”.
Dibattito
Martedì la mozione dello SDLP per ottenere la nomina del ministro della Giustizia in base al sistema D’Hondt è stata respinta nel dibatto assembleare sui poteri di polizia e giustizia.
I parlamentari hanno discusso la legge, che fornirà l’impianto legale per il trasferimento dei poteri, per quasi dieci ore, nel corso della giornata di martedì.
Comunque, la legge non indica quando i poteri saranno trasferiti.
Anche un altro emendamento dello SDLP che chiedeva il trasferimento dei poteri il 7 dicembre è stato bocciato.
Il leader del DUP Peter Robinson ha ribadito come la Commissione Parate deve essere abolita prima del decentramento dei poteri.
Ad inizio settimana, il suo collega di partito Jeffrey Donaldson ha legato il trasferimento al mantenimento della riserva della PSNI.
Invece martedì il comandante della polizia ha reiterato la propria visione secondo la quale non c’è bisogno di tenere gli ultimi agenti riservisti.
Matt Baggott ha detto che la riserva dovrebbe essere eliminata nel 2011, in base alle raccomandazioni del rapporto Pattern.
La Police Federation, che desidera l’unione degli agenti di polizia, ha affermato lunedì che la maggioranza dei riservisti intende restare al proprio posto.

McGuinness issues justice warning
Martin McGuinness has warned of deep trouble for the political process unless a date for devolving justice and policing is agreed by Christmas.
While Mr Robinson attended the North-South Ministerial Council meeting, he did not join in the news conference.
Mr Martin said he wanted to see the transfer of powers as soon as possible.
Mr McGuinness, the deputy first minister, said: “What absolutely is an imperative is to have an agreement on the transfer of power, and a date for the transfer of power, before Christmas”
“I have to say if it slips past Christmas we are in deep trouble.”
Debate
On Tuesday, an SDLP motion to have a future justice minister elected through the D’Hondt system was defeated in an assembly debate on policing and justice powers.
MLAs discussed the legislation, which will provide the legal framework for the devolution of policing and justice, for almost 10 hours on Tuesday night.
However, the bill does not dictate when the powers will be transferred.
Another SDLP amendment which called for powers to be transferred by 7 December was also defeated.
DUP leader Peter Robinson has said the Parades Commission should be abolished before the transfer of power.
And at the beginning of the week, his party colleague Jeffrey Donaldson said devolution should only happen if the PSNI reserve is retained.
However on Tuesday the Chief Constable reiterated his view that there is no operational need to keep the remaining reserve officers.
Matt Baggott said the reserve should be phased out by 2011, in accordance with the recommendations of the Patton report.
The Police Federation, which is effectively the union for PSNI officers, said on Monday that the majority of officers in the full-time reserve wanted to remain in post.
