Duffy è stato perquisito in carcere Maghaberry durante il trasferimento sia nel percorso di andata che di ritorno per la Coleraine Magistrates Court questo mese per l aprima udienza sul suo presunto ruolo nell’omicidio della Real IRA di due soldati a Massareene Barracks ad Antrim.
Le strip-search di Duffy – durante le quali è stato “aggredito fisicamente e sessualmente”, secondo quanto riferito dal suo avvocato in tribunale – ha alimentato le tensioni all’interno Maghaberry tra il personale del carcere ed i detenuti repubblicani.
“Le tensioni sono molto elevate all’interno Maghaberry e ad un certo numero di agenti penitenziari sono stati messi a disposizione giubbotti antiproiettile. Ai secondini coinvolti nelle strip-search (perquisizioni corporali degradanti, Ndt) di Colin Duffy hanno fortemente consigliato di prendere precauzioni e di indossare il giubbotto in qualsiasi momento quando non lavorano. C’è anche molta di preoccupazione perché qualcuno potrebbe essere ucciso all’interno del carcere”, ha riferito al Belfast Telegraph una fonte interna al carcere.
Nuove tensioni all’interno del carcere giungono in un momento in cui il Prison Service continua a cercare un sostituto per l’ex governatore del carcere Steve Rodford, dimessosi quasi un anno fa, dopo soli cinque mesi di lavoro.
I colloqui con i candidati alla sostituzione del direttore di Maghaberry sono stati effettuati il mese scorso, ma il Belfast Telegraph ha appreso che nessuno è risultato idoneo per il posto.
Un portavoce del Prison Service ha detto che attualmente sta valutando le opzioni a disposizione.
Resta inteso che il governatore provvisorio Patrick Maguire, che ha già governato Maghaberry nel periodo 2002-2005, non ha chiesto di occupare il posto in maniera permanente.
Il membro del Comitato sulla giustizia dell’Assemblea, Paul Givan, ha detto che la prigione ha davvero bisogno di stabilità.
“Abbiamo avuto quattro governatori in circa due anni a Maghaberry. C’è stato un turnover molto alto a livello di governatore e questo è stato parte del problema.
“Abbiamo bisogno di stabilità. Il governatore Maguire ed il suo vice hanno costruito un buon rapporto con gli agenti carcerari e la posizione dovrebbe essere mantenuta. E’ fondamentale, soprattutto in questo periodo in cui le tensioni sono così alte che ci sia la fiducia nella gestione e che gli agenti ed i prigionieri sappiano esattamente chi sta gestendo la prigione “, ha aggiunto il parlamentare del DUP.
Il Prison Service è anche alla ricerca di un sostituto per il direttore delle carceri Robin Masefield che andrà in pensione a dicembre.
Givan ha avvertito che il NIPS potrebbe andare alla deriva se non ci fosse la sostituzione prima dell’abbandono di Masefield.
“Non possiamo permetterci di avere una situazione in cui Robin Masefield va in pensione e non c’è nessuno pronto a sostituirlo e non vogliamo avere qualcuno che agisce temporaneamente. Sarei molto preoccupato se ci fosse un vuoto nel cuore del top management. Abbiamo bisogno di una transizione senza soluzione di continuità e di passaggio di consegne “.
Colin Duffy prison strip-search officers face death threat
Duffy was strip-searched in Maghaberry jail on his way to and from Coleraine Magistrates Court this month for a preliminary investigation into his alleged role in the Real IRA murder of two soldiers at Massareene Army Barracks in Antrim.
The strip-searching of Duffy — during which he was “physically and sexually assaulted”, according to his lawyer in court — has fuelled tensions within Maghaberry between prison staff and dissident republican prisoners.
“Tensions are very high within Maghaberry and a number of officers have been told that bulletproof vests are available for them. Officers involved in the strip searching of Colin Duffy have been strongly advised to take precautions and to wear the vest at all times when not in work. There is also a lot of concern that someone is going to be killed inside the prison,” a prison source told the Belfast Telegraph.
Fresh tensions within the jail have come at a time when the Prison Service continues to search for a replacement for the jail’s former governor Steve Rodford who resigned almost a year ago, just five months into the job.
Interviews for a replacement governor were carried out last month, but the Belfast Telegraph has learned that none of the applicants were found to be suitable for the post.
A Prison Service spokesman said that it is currently considering its options.
It is understood that interim governor Patrick Maguire, who previously governed Maghaberry from 2002 to 2005, had not applied for the permanent post.
Assembly justice committee member Paul Givan said that the jail is in real need of stability.
“We have had four governors in about two years at Maghaberry. There has been a very high turnover at governor level and that has been part of the problem.
“We need stability. Governor Maguire and his deputy have built up a good relationship with the prison officers and that position should be retained. It is crucial, particularly at this time when tensions are so high, that there is confidence in management and the officers and prisoners know exactly who is managing the prison,” the DUP MLA added.
The Prison Service is also currently searching for a replacement for current prisons boss Robin Masefield who is due to retire in December.
Mr Givan warned that NIPS could be left rudderless unless a replacement is found before Mr Masefield leaves.
“We cannot allow ourselves to have a situation where Robin Masefield stands down and there is nobody ready to replace him and we do not want to have someone acting up temporarily. I would be highly concerned if there was a gap at the very heart of senior management. We need a seamless transition and handover.”
