La famiglia del lealista Bobby Moffett se la prende con l’Independent Monitoring Commission, il cui ultimo rapporto dice che l’omicidio della UVF non rompere il cessate-il-fuoco del gruppo paramilitare
Un rapporto speciale IMC sull’uccisione pubblicato mercoledì, dice che il suo assassinio è stato realizzato da dell’UVF e avallato dalla leadership centrale dell’organizzazione.
Conclude che la leadership UVF avrebbe potuto impedire l’omicidio ma decise di non farlo.
“Non importa se si tratta di gambizzare qualcuno o compiere un omicidio. Quando viene tirata fuori una pistola il cessate-il-fuoco è infranto, ai nostri occhi”, ha riferito a UTV la sorella di Moffett, Irene.
La relazione IMC dice l’uccisione è stata effettuata per due motivi principali – “per fermare Moffett che sembrava farsi beffe dell’autorità UVF” e “per inviare un messaggio all’organizzazione e alla comunità: che questa autorità non può essere messa in discussione”.
Mercoledì il segretario di Stato Owen Paterson aveva descritto l’omicidio come “brutale e scioccante”.
“Le conclusioni della IMC nei confronti del comportamento della leadership UVF sono una sfida per la leadership UVF a rinnovare la loro determinazione per realizzare pienamente il loro impegno collettivo per trasformare la loro organizzazione”, ha detto.
Nel maggio 2007 l’UVF ha emesso un comunicato in cui rinuncia alla violenza e si impegna in un processo di trasformazione da organizzazione militare a civile.
Nel 2009 l’organizzazione ha inoltre preso eseguito la decommissioning (messa fuori uso) degli arsenali di armi in suo possesso.
Cessate-il-fuoco
“La nostra conclusione è che, sebbene stia stato compiuto questo gravissimo omicidio, non siamo in grado di raccomandare a questo punto che il segretario di Stato riconsideri le specifice (del cessate-il-fuoco)”, ha detto l’IMC.
Il ministro della Giustizia David Ford ha detto i risultati sono “estremamente preoccupanti”.
“Si mette in discussione il comportamento dell’organizzazione e penso che l’organizzazione deve chiarire se la dichiarazione rilasciata tre anni fa è autentica e che non ci saranno ulteriori incidenti come l’omicidio di Bobby Moffett”, riferisce a UTV David Ford.
“La questione delle sanzioni da prendere contro l’UVF sono questioni che spettano esclusivamente al governo britannico, e non al ministero di Giustizia”, ha spiegato.
La leader SDLP Margaret Ritchie detto che la decisione di IMC di non raccomandare una riclassificazione invia un “segnale preoccupante”.
“Il fatto che l’IMC non consigli al Segretario di Stato che il cessate-il-fuoco dell’UVF dovrebbe essere ri-categorizzato invia segnali molto preoccupanti”, ha detto.
“Vuol dire che un omicidio programmato è da considerare accettabile? E naturalmente ci si chiede che cosa faccia realmente costituire una violazione del cessate-il-fuoco da parte dell’UVF?”
Sir Reg Empey, leader di Ulster Unionist Party leader , afferma che la posizione dell’IMC può portare “rischi gravi”.
“Questa è una relazione estremamente inquietante, che conferma i sospetti circolavanti all’epoca e ha il potenziale di minare ogni convinzione che i vari cessate-il-fuoco paramilitari sono genuini”, ha detto Empey.
“Dare un’altra possibilità ad una organizzazione che si suppone essere in cessate-il-fuoco, nella speranza che si tratti di un (omicidio) ‘una tantum’ comporta rischi molto gravi, di cui l’IMC deve essere pienamente consapevole”.
Nel frattempo, Paul Maskey, Sinn Féin, ha bollcato il rapporto come una “perdita di tempo”.
“Mentre l’omicidio di Bobby Moffett era chiaramente una tragedia per la sua famiglia e gli amici, l’IMC oggi dopo settimane spese ad indagare sull’omicidio ci ha detto quello che tutti sanno già, ossia che Moffett è stato ucciso da dell’UVF.
“Date le recenti dimissioni di Dawn Purvis dal PUP non ci saranno conseguenze politiche derivanti da questo rapporto. A livello politico questa relazione mette in evidenza il fatto che l’IMC come organismo serve a poco ed è uno spreco di tempo, denaro e fatica”.
La leader del PUP, l’ala politica della UVF, si dimise per il sospetto che Ulster Volunteer Force fosse responsabile dell’uccisione.
Maskey ha detto che l’IMC deve essere abolita “e le spese dovrebbe essere reindirizzata verso i servizi in prima linea come parte dello sforzo per minimizzare l’effetto dei tagli decisi dai Tory”.
Moffett, sospettato di essere legato alla UVF, è stato colpito al volto e al torace davanti a indaffarati acquirenti e ai che si trovavano fori dalla Northern Bank sulla Shankill Road.
Al momento, gli investigatori segnarono l’omicidio come “esecuzione pubblica”, che collegarono all’UVF di Shankill.
Nessuno è stato accusato in relazione al delitto.
L’Ispettore Capo John McVea ha detto: “Una squadra di investigatori continua a lavorare su questa inchiesta. Stiamo ancora attivamente perseguendo le nostre richieste e noi siamo più determinati che mai a portare i responsabili di questo brutale assassinio davanti ai tribunali.
“Rilancio un appello alla comunità locale per dirci quello che sanno, che cosa hanno visto e quello che hanno sentito. Se la comunità si fa avanti con sostegno tangibile, la polizia non si troverà a dover cercare tali contatti.”
Più di 2.000 persone hanno partecipato ai funerali di Bobby Moffett a Shankill Road, nonostante le minacce paramilitari di stare alla larga.
La relazione IMC è stata consegnata ai governi britannico e irlandese la scorsa settimana.
L’organismo di controllo ha detto che manterrà la questione sotto stretta sorveglianza.

UVF leaders sanctioned Moffett murder
The family of loyalist Bobby Moffett have hit out at the Independent Monitoring Commission whose latest report says the UVF-sanctioned murder didn’t break the terror group’s ceasefire.
A special IMC report into the killing released on Wednesday says his murder was carried out by the UVF and sanctioned by the organisation’s central leadership.
It concludes senior UVF leadership could have prevented the murder had it determined to do so.
“No matter whether it is a kneecapping or a killing, when a gun is pulled out the ceasefire is broke in our eyes”, Mr Moffett’s sister, Irene, told UTV.
The IMC report says the killing was carried out for two main reasons – “to stop Mr Moffett’s perceived flouting of UVF authority,” and “to send a message to the organisation and the community that this authority was not to be challenged”.
On Wednesday, Secretary of State Owen Paterson described the murder as “brutal and shocking.”
“The conclusions of the IMC in respect of the behaviour of the UVF leadership are a challenge to the UVF leadership to renew their determination to deliver fully on their collective commitment to transform their organisation,” he said.
In May 2007 the UVF issued a statement renouncing violence and committing to a process of transformation from a military to a civilian organisation.
In 2009 the organisation also took the step of full decommissioning.
Ceasefire
“Our conclusion is that, extremely serious though this murder clearly is, we are not in a position to recommend at this stage that the Secretary of State reconsiders specification,” the IMC said.
Justice Minister David Ford said the findings were “extremely worrying”.
“It calls into question the behaviour of the organisation and I think that organisation needs to make clear that the statement they made three years ago is genuine and that there will be no further incidents such as the murder of Bobby Moffett”, Mr Ford told UTV.
“The issue of sanctions to be taken against the UVF are issues which lie solely with the British Government and not with the Department of Justice”, he explained.
SDLP leader Margaret Ritchie said the IMC decision not to recommend reclassification sends out a “worrying signal”.
“The fact that the IMC do not recommend to the Secretary of State that the UVF’s ceasefire should be re-categorised sends out very worrying signals,” she said.
“Does that mean that a planned killing is to be regarded as par for the course and acceptable? And of course it begs the question what actually does constitute a breach of ceasefire by the UVF?”
Ulster Unionist Party leader Sir Reg Empey said the IMC’s position carried “severe risks”.
“This is an extremely disturbing report, which confirms suspicions that circulated at the time and has the potential to undermine any belief that paramilitary ceasefires are genuine,” Mr Empey said.
“Giving a ‘bye-ball’ to an organisation that is supposed to be on ceasefire in hopes that it is a ‘one-off’ carries very severe risks, of which the IMC must be fully aware.”
Meanwhile Sinn Féin West Belfast MLA Paul Maskey criticised the report as a “waste of time”.
“While the murder of Bobby Moffett was clearly a tragedy for his family and friends, the IMC today after spending weeks inquiring into the murder told us what everyone already knows that Moffett was killed by the UVF.
“Given the recent resignation by Dawn Purvis from the PUP there will be no political consequence arising from this report. At a political level this report highlights the fact that the IMC as a body serves little purpose and is a waste of time, money and effort.”
The leader of the PUP, the political wing of the UVF, quit over her suspicions the UVF was responsible for the killing.
Mr Maskey said the IMC should be abolished “and expenses should be redirected into frontline services as part of the effort to minimise the effect of the Tory cuts.”
Mr Moffett, suspected to be linked to the UVF, was shot in the face and chest in front of shoppers and children outside the Northern Bank on the Shankill Road.
At the time, detectives branded the murder a “public execution” which they linked to the Shankill UVF.
No-one has been charged in relation to the murder.
Detective Chief Inspector John McVea said: “A team of detectives continues to work on this investigation. We are still actively pursuing our inquiries and we are as determined as ever to bring those responsible for this brutal murder before the courts.
“I am appealing again to the local community to tell us what they know, what they saw and what they have heard. If the community comes forward with tangible assistance, police will not be found wanting in pursuing those leads.”
More than 2,000 people attended Mr Moffett’s funeral on the Shankill Road, despite paramilitary threats to stay away.
The IMC report was handed over to the British and Irish governments last week.
The watchdog said it would keep the matter under close review.
