A pochi giorni dalla scadenza, la Commissione Parate ha affermato che i funzionari distrettuali dell’Orange Order non hanno ancora consegnato il modulo ufficiale, conosciuto come 11/1, per la parata.
Solitamente la Commissione, a questo punto, avrebbe già dovuto giudicare la parata, cui non viene permesso di percorrere la solita strada di ritorno attraverso la nazionalista Garvaghy Road sin dal 1998.
Ieri il District Master Daryll Hewitt ha confermato: “Il modulo non è ancora stato consegnato e a questo punto non posso dire se mai lo sarà.
“Se non lo portiamo, quella di domenica prossima sarà una parata illegale, ed io e gli altri funzionari potremo essere arrestati”.
E’ la prima volta che i funzionari dell’Orange Order hanno deciso di non seguire le procedure, ma si incontreranno nuovamente questa settimana per rivedere il loro approccio, e una domanda potrebbe ancora essere sottoposta alla Commissione.
La loro dura posizione viene, però, dopo un’ulteriore decisione di raddoppiare le parate di protesta settimanale dopo che il presidente della Commissione, Peter Osborne, ha esortato i di leader Portadown a sospendere la protesta domenicale.
Ora, dopo il 12 luglio di quest’anno, ogni mercoledì si terrà anche la “mini-marcia” dalla chiesa.
La loggia di Portadown è furente anche perché Osborne ha detto di voler incontrare i funzionari orangisti, ma solo dopo le parate del 12 luglio.
“Ci sono state una serie di parate repubblicane negli ultimi tempi che hanno presentato il modulo 11/1 e non ci sono stati procedimenti penali in questi casi”, ha detto Hewitt.
“Ce n’è stata una a Lurgan a fine gennaio o inizio febbraio e un altro corteo illegale in Armagh”.
Una dichiarazione della Commissione ha spiegato: “Il presidente ed i commissari hanno incontrato i membri del distretto di Portadown all’inizio di quest’anno, insieme ad un certo numero di parti interessate alle parate a Portadown durante l’anno.
“La scorsa settimana i commissari hanno incontrato gli esponenti del distretto di Portadown ed il presidente della commissione ha fissato un incontro il 18 luglio con Hewitt”.
La parata che precede il 12 luglio e che si muove da Portadown fino alla chiesa di Drumcree è vecchia di 200 anni. Ma dal 1998 alla parata viene impedito di completare la marcia attraverso il “percorso tradizionale” che comporterebbe il passaggio attraverso il quartiere nazionalista di Garvaghy Road.
Nei tre anni precedenti al blocco della parata, i tentativi di fermare la marcia hanno portano a gravi disordini, con la morte di alcune persone.
Drumcree march tension rising as Orange Order snubs parading rules
With only days left before the deadline, the Parades Commission said the district officers have still not submitted the official form, known as an 11-bar-one, for the demonstration.
By this stage the commission would normally have already adjudicated on the parade, which has not been allowed to take its formerly traditional route along the mainly nationalist Garvaghy Road since 1998.
Yesterday district master Daryll Hewitt confirmed: “The form has not yet been submitted and I cannot at this stage say whether it will be.
“If it isn’t, then next Sunday will be an illegal parade, and myself and other officers are liable to be arrested.”
It is the first time district officers have decided not to stick to the procedures, but they are to meet during this week to review their approach, and an 11th-hour application could still be processed.
Their toughening stance comes, however, after further deciding to double their weekly protest parades after commission chairman Peter Osborne urged the Portadown leaders to consider calling off their token march every Sunday.
Now, after this year’s July 12th, they will also hold the ‘mini-walk’ from the church every Wednesday.
The Portadown lodge has also been angered after Mr Osborne said it would meet officers, but only after this year’s Twelfth demonstrations.
“There have been a number of republican parades in recent times which did not fill out the 11-bar-one forms and there were no prosecutions in those cases,” said Mr Hewitt.
“There was one in Lurgan in late January or early February and another illegal parade in Armagh.”
A statement from the commission said: “The chair and commissioners met with Portadown district earlier this year and they have met with a number of interested parties in relation to parading in Portadown during the year.
“Last week commissioners met with Portadown district and the commission chairman has provided an open diary from July 18 for a meeting with Mr Hewitt.”
The pre-Twelfth Orange church parade from Drumcree dates back more than 200 years. But the parade has been banned from completing the march via its ‘traditional route’ of Garvaghy Road since 1998.
In the previous three years, attempts to halt the parade sparked major rioting resulting in a number of deaths.
